When a transaction is suggested, it remains unverified up until there is a network check on the blockchain to verify that there are no other outstanding transactions using the same currency.
Only after this check is complete is the transaction considered confirmed.
The transaction has not yet been added to the blockchain, which is why it is in the Unconfirmed state.
