The associated fees in satisfactorily approving a transaction which occurs on the blockchain which are often relatively minimal and are provided to the miners engaged in the transaction.
The amount of this charge may change based on the complexity of the transaction being processed and the general capabilities of the network at that particular time.
If an exchange is engaged in the process of enabling that transaction, then the exchange may be entitled to a portion of the total transaction cost as well.
